Will Bush Stay Silent In China About The Sudanese Genocide?

President Bush is going to the Olympics in Beijing, even though both Barack Obama and John McCain say his visit sends the wrong message about China's disturbing human rights record. On Wednesday, in Thailand, Bush tried to address these concerns:

I have spoken clearly and candidly and consistently with China's leaders about our deep concerns over religious freedom and human rights. I have met repeatedly with Chinese dissidents and religious believers. The United States believes the people of China deserve the fundamental liberty that is the natural right of all human beings. So America stands in firm opposition to China's detention of political dissidents and human rights advocates and religious activists.

But Bush has made no mention of Darfur, or the Chinese record of arming the genocidal Sudanese regime there. Does this matter? Yes, because Bush himself said he would speak out. Here are Bush's own words from the 2007 State of the Union: "We will continue to speak out for the cause of freedom in places like Cuba, Belarus and Burma, and continue to awaken the conscience of the world to save the people of Darfur."

Now consider this new report from William Hartung at the New American Foundation:

Beijing has been by far the most egregious violator of international sanctions on Sudan, providing up to 90 percent of the country's import of small arms and light weapons betweem 2004 and 2006 . . . Chinese companies have helped build at least three weapons factories outside of the Sudanese capital of Khartoum . . . [D]uring the 2004 massacres in Darfur, Chinese-supplied trucks were used to round up 168 people from the village of Wadi Saleh. The villagers were then blindfolded and shot dead . . . China has also been a significant exporter of major weapons systems to the Sudan, ranging from tanks to fighter planes.

The world is watching, Mr. President.

You know, if Bush does say something, he'll probably screw it up so badly that it will be counterproductive. It really doesn't matter if he says something or not.

What does matter is that we have an administration that's so incompetent, so without moral standing in the world, that we've become irrelevant in the greatest humanitarian disaster of the past ten years.

I'm with TomT. Bush won't/can't acomplish anything in the remaining five months of Evil Clown Government, and he's long ago lost the credibility needed to influence other countries.

The only relevance BushCo retains is as a benchmark for the candidates. (How) will they change current policy, and will they change or retain the (bottom of the standings) team roster?

No, they're not.

That man has no moral authority, no ability to persuade anyone, and no credibility. Not at home, not in the world community, and not in the Chinese Street.

I heard a clip of his statement on the radio this morning, and it made me cringe.

Go back and listen to clips of Pres. Clinton when he took calls at a radio station during his visit to China, and weep for the trashing of our country's reputation that George Bush has wrought.

In a speech in Bangkok outlining America's achievements and challenges in Asia, Bush pushed for a free press, free assembly and labor rights in China, and against its detentions of political dissidents, human rights advocates and religious activists. He said he wasn't trying to antagonize China, but called such reform the only path the potent U.S. rival can take to reach its full potential.

He antagonized the Chinese anyway, setting the stage for an interesting reception when he attends the opening ceremonies Friday evening, takes in some events — including the U.S.-China men's basketball game — and meets with President Hu Jintao on Sunday after attending church.

"We firmly oppose any words or acts that interfere in other countries' internal affairs, using human rights and religion and other issues," Qin said.

The United States believes the people of China deserve the fundamental liberty that is the natural right of all human beings. So America stands in firm opposition to China's detention of political dissidents and human rights advocates and religious activists.

Needless to say these words would carry significantly more weight if the USA weren't under the weight of it's own systematic human rights abuses.

I've been harping on the contrast between the treatment of Bruce Ivins and those of assorted OTHER terrorist suspects becuase it clearly demonstrates where the line has been drawn between granting and denying basic human rights. Let us not forget what we are discussing. Stress positions, sensory deprivation, loud music, religious desecration, and sexual taunting and waterboarding are all considered legitimate investigative techniques, when the suspected terrorist is foreign and/or arabic. If the terrorsist suspect happens to be a white male US family man, then of course, we're compelled to flail about in the dark for seven years, unable to gather sufficient evidence for an arrest (or protective custody for a suicide risk.)

What I want to know is, why am I the only one who seems to be noting this glaring double-standard?

Paul Dirks: I agree with you in general about the double standards at play here, but I hardly think Bruce Ivins got off scot free. His family and co-workers contend he was hounded into suicide. And this was after Hatfill, who was also so personally ruined, he successfully sued for millions.

Yes, nothing that happened to Ivins or Hatfill can hold a candle to Gitmo, but I think the US government are, in general, equal oppurtunity @ssholes. You know?

Why only Darfur? There is genocide in Central Congo at a worse rate than in Darfur. The problem, Michael, is that we have no moral authority. Bush lecturing the Chinese? Give me a break. Let him deal with the criminal enterprises right here in Washington: you know: no-bid contracts, dubious fund raising practices, etc.

The days when a President of the United States spoke and countries around the world reacted or took note are gone. The usual rule applies: physician, heal thyself.

Paul Dirks: you are asking for one standard in the ways our laws are enforced and investigations are carried out. That went out the window in 2001. But your point in well taken.

Darfur is an issue that should not -- cannot --be ignored.

However, is it possible that attending the Olympics and not being overly-aggressive on the Darfur issue could, in the long run, be a good thing? Stay with me, here.

The Olympics is about athletics. It is a time for the international community to come together, absent politics, and focus on commonalities. Honoring this tradition could build a base for future diplomacy with China and other nations. If the U.S. wants to be listened to on this issue, it would certainly be helpful if the Chinese felt comfortable listening to the U.S. Engaging the harmonious spirit of the Olympics might ultimately be of more use than using it as a political venue.

The US does have, as our flag carrier in the opening ceremony, a naturalized US citizen that was one of the Lost Boys. That says something without causing a controversy.

All in all, I'd say the press has been remiss in not educating people about the connection between China and Darfur specifically, and human rights violations in China in general. China has gotten a pass for a long time, and now isn't the time to start hitting them.

Outsiders using the Olympics as an occasion to criticize China would be like using the Red Sox winning the World Series as an occasion to criticize Massachusetts. Regardless of the merits of the argument, people in Mass with the ability to change things will just get pissed.

I recently watched a documentary about the 1936 Berlin Olympics, and the backstory involving efforts by some here and in Britain to boycott the Games because of the Nazi treatment of Jews and Jewish athletes in particular.

The head of the US Olympic Committee was a virulent anti-Semite, who personally visited Germany to be assured that Jewish athletes were given appropriate facilities to work out and train (a complete lie, of course).

Before watching this documentary, I agreed with Elvis and kaybeel. Now I'm not so sure....

Bush is truly Mr. Irrelevant for the rest of his term. He, no longer, nor does the Unites States, have any claim to the high ground when it comes to human rights.

The prosecutors are asking for a 30 year jail term for bin Laden's chauffeur. Come on... his chauffeur. While we watch some of Hitler's inside staff get interviewed on the History channel. Where is there a sense of perspective with respect to one's alledged involvement in the crime.

We are becoming one of the world's leading violators of human rights. It's very disheartening to be American in this era.

Pretty laughable that Bush is wagging his finger at China when he himself operates an extrajudicial prison camp where prisoners have been tortured and denied basic human rights under the Geneva Conventions.

We are far from perfect, but we are far from one of the world's leading violators of human rights.

I remember when David Bloom was in China covering some sanctioned event and he snuck off in the middle of the night to meet with a jailed dissident's wife. It was dangerous for them both. Will any reporters do that now?

The U.S. military is using wooden crates, called "segregation boxes," to hold violent detainees in Iraq. Some of the boxes are only 3 feet by 3 feet by 6 feet -- barely big enough to hold an average Iraqi man. Human rights advocates have raised concerns, but the military says detainees in the boxes are being treated humanely.

Well, kaybeel, we used to be among the world's foremost advocates of human rights, especially in the Clinton era.

Because of our past reputation, and our ability to intervene anywhere in the world, we are among the most prominent human rights violators in the world.

You're right, of course, that we're not anywhere near as bad as many, many dictatorships.

Todd, your point is well taken. It's a tough issue. I just don't see what we could do that would actually produce positive effects. BTW, reading the clip of Bush's speech that James Fallows posted, it's really pretty solid.

james- Lynn Sweet "corrected" well after I made my comment. Furthermore, she corrected after the Pentagon was blamed in her report on the SunTimes website for several days, and all comments attempting to point out the Pentagon did not block Obama were deleted from her website.
None of the other reporters changed their reporting, in fact Andrea Mitchell had more details. So Andrea Mitchell, NYTs, and Politico all reported as Sweet did without running a correction from Axelrod. They did not name their source(s).

Obama, as commander-in-chief wanna be, should have done more to protect the Pentagon from publicly getting the blame in what was his decision. He handled the whole thing poorly, and you chasing me all over Swampland isn't going to change that.

This is off topic.

This is a really difficult issue. But I agree more with Todd and in Charge. The Chinese government's goal is to use the Olympics to portray themselves as a modern, well-respected member of the international community. Like the Nazi government in 1936, they don't think this is about sports. So if Bush goes there and says nothing, he is just helping the Chinese government. Silence is an endorsement.

Considering Bush's lack of moral authority, the best decision would have been to simply stay home.

I have to disagree with Red Snapper, up there at the top, on one particular point:

Bush is not a lame duck. Lame ducks are, by definition, ineffective. They have no pull with Congress.
Bush, to the best of my knowledge, still gets his way on everything because Congress has no effective counter to him holding his breath and stomping his feet.
