Newt Gingrich Warns the GOP: 'Real Disaster' is Coming

Writing in Human Events, the former Speaker says that Saturday's loss of a long-held Republican House seat in Louisiana, coming after a similar defeat in Illinois, "should be a sharp wake up call for Republicans: Either Congressional Republicans are going to chart a bold course of real change or they are going to suffer decisive losses this November."

Newt contends:

The Republican brand has been so badly damaged that if Republicans try to run an anti-Obama, anti- Reverend Wright, or (if Senator Clinton wins), anti-Clinton campaign, they are simply going to fail.

This model has already been tested with disastrous results.

Newt's answer:

Here are nine acts of real change that would begin to rebuild the American people's confidence that Republicans share their values, understand their worries, and are prepared to act instead of just talk. The Republicans in Congress could get a start on all nine this week if they had the will to do so.


Repeal the gas tax for the summer, and pay for the repeal by cutting domestic discretionary spending so that the transportation infrastructure trust fund would not be hurt. At a time when, according to The Hill newspaper, Senator Clinton is asking for $2.3billion in earmarks, it should be possible for Republicans to establish a "government spending versus your pocketbook" fight over cutting the gas tax that would resonate with most Americans. Lower taxes and less government spending should be a battle cry most taxpayers and all conservatives could rally behind.

Redirect the oil being put into the national petroleum reserve onto the open market. That oil would lower the price of gasoline an extra 5 to 6 cents per gallon, and its sale would lower the deficit.


Introduce a "more energy at lower cost with less environmental damage and greater national security bill" as a replacement for the Warner-Lieberman "tax and trade" bill which is coming to the floor of the Senate in the next few weeks (see my newsletter next week for an outline of a solid pro-economy, pro-national security, pro-environment energy bill). When the American people realize how much the current energy prices are actually a "politicians' energy crisis" they will demand real change in our policies.


Establish an earmark moratorium for one year and pledge to uphold the presidential veto of bills with earmarks through the end of 2009. The American people are fed up with politicians spending their money. They currently believe both parties are equally bad. This is a real opportunity to show the difference.


Overhaul the census and cut its budget radically. The recent announcement that the Census Bureau could not build an effective hand-held computer for $1.3 billion and is turning instead to 600,000 temporary workers to do a paper and pencil census in 2010 is an opportunity to slash its budget, shrink its bureaucracy, and turn to entrepreneurial internet-based companies to build an information-age census. This is an absurdity that cries out for bold, decisive reform (see my YouTube video "FedEx versus federal bureaucracy" for an example of what I mean).


Implement a space-based, GPS-style air traffic control system. The problems of the Federal Aviation Administration are symptoms of a union-dominated bureaucracy resisting change. If we implemented a space-based GPS-style air traffic system we would get 40% more air travel with one-half the bureaucrats. The union has stopped 200,000,000 passengers from enjoying more reliable air travel to protect 7,000 obsolete jobs. This real change would allow the millions of frustrated travelers to have champions in congress trying to help them get places better, safer, faster.


Declare English the official language of government. This real change is supported by 87% of the American people including a majority of Democrats, Republicans, Independents, and Latinos. It is an issue of national unity that brings Americans together in a red, white, and blue majority.


Protect the workers' right to a secret ballot. The vast majority (around 81%) of Americans believe that American workers have a right to have a secret ballot election before they are forced to join a union. Last year the House Democrats passed a bill that would strip American workers of the secret ballot. A new bill should be introduced reaffirming that right, and it should be brought up again and again until marginal Democrats are forced to vote with the American people against the union power structure.


Remind Americans that judges matter. Senate Republicans should mount an ongoing fight (including a filibuster of other activities if necessary) to get the American people to realize that liberals want to block all current judicial appointments in order to maximize the number of left wing radical judges they can appoint if they win the White House. This issue has three advantages. It reminds people that judges matter and that a leftwing radical Supreme Court would be bad for the values of most (70 to 90 percent, depending on the issue) Americans. It shows the Democrats are not engaged in fair play. It arouses the activism of those who have been disappointed by Republicans and have forgotten how bad a liberal Democratic Presidency would be.

What domestic discretionary spending is Newt proposing be cut? Sounds like robbing Peter to pay Paul. This sounds like another "Contract for America". It was a feel good thing, but notice how much of it ever got enacted. Very little.

Newt is still crawling out from that rock in the 90's to tell his faithful that everything is ok, we just need to cut taxes, make English the offical language, cut domestic spending, appoint conservative judges to uphold Republican positions.... nothing there about really helping the American people.

Nothing there about stop being corrupt, stop using prostitutes, stop texting young Congressional pages and of course stop starting wars that benefit your supporters at the expense of the country's taxpayers and our fine men and women in uniform.

Florida: I'm not sure his strategy makes all that much sense, but Newt's failings came at governing. As an insurgent, he was very effective. He was the guy who came up with the strategy that won them the House in 1994, when no one expected it. (Though at that point, the unpopular President was a Democrat, not a Republican.) I think his warning is probably something they should be listening to.

I also remember that he came up with the perfect two-word slogan for the Democrats in 1996, one that I think I was the first person to attribute to him:

Former Speaker of the House Newt Gingrich, who masterminded the 1994 elections that brought Republicans to power on promises of revolutionizing the way Washington is run, told Time that his party has so bungled the job of governing that the best campaign slogan for Democrats today could be boiled down to just two words: "Had enough?"

I guess the war in Iraq is an issue that Newt doesn't want the Republican Party to talk about. Does that mean we can bring all the troops home now, or should we just forget that we even have troops in Iraq entirely?

All snarkiness aside, the thing that struck me about this list is that it is fairly moderate. I disagree on nearly every point, but I don't feel like I'm dealing with a crazy person either. Maybe it's just because we have been dealing with the Bush administration for so long, I have forgotten there are Republicans who still have their sanity.

Also, there is something to be said for having leaders who have served in the Congress. They have to learn to communicate with the other side of the aisle and to compromise. I'm not sure President Bush has ever had to compromise in his entire life, and that has been a big problem to say the least.

Newt has recognized, for a while now, what Sarkozy recognized--that if you're gonna win in this cycle you've gotta run against the party, make some kind of persuasive claim that you're running to change things.

The trouble with doing that is there's no republican issue they can run against. He's trying to run against big government, but at this point big government is the military and SS. Nothing else matters.

What you'd really have to do, and Schumer expected they would have done all ready, is throw Bush under the bus over Iraq. It's too late for that, now. 60 seats in the senate is possible. Idaho is breaking really well for LaRocco. Begich sounds really good running against a corrupt 85 year old in AK. There are gonna be seats in play that nobody thought would be in play.

Why isn't Newt branded some kind of elitist for this kind of cr*p? Does he honestly believe that Americans do not know the radical-rightness of Justice Alito? Newt and Alito are obviously elitists because Alito votes and writes opinions that ALWAYS protect the rights of the rich and powerful over regular people, and Newt favors more justices like Alito. Why is this not called what it is: Justice for the Elite?

I think McCain will probably win in November, but the good news is that it's really hard to imagine any scenario in which the Republicans win Congress. Although his specific proposals are mostly absurd - can't we all see the obvious reliability problems of space-based air traffic control? - Gingrich's point about Republicans having to be, basically, anti-Republican to win is true. Unfortunately, McCain can probably pull that off, with the media's help. But at least he won't have the same kind of power Bush had for his first 6 years.

Does Newt really think these proposals are things that will make Americans like the Republicans again? The gas tax is about as blatant of a pander as the $600 tax refunds, except that it won't help anyone, just increase margins for producers/refiners/etc. Gas prices are high because of instability in the market, instability in supply, and every higher demand. (see Tata Groups $2500 car in India). A gas tax reduction does none of these. Also, it won't provide that much relief. I drive a full size truck, and eliminating the 18.4c tax will only save me $5.52 per fillup, or about $20 a month. We're not talking real change here.

On redirecting the oil.. Isn't the real bottleneck in the supply chain occurring at the refinery level? I'm not sure how much redirecting this oil would help, and as I pointed out above, a couple of cents on gas either way isn't really going to make much of a difference even for drivers of full sized trucks. (6c = $1.80 a tank, $7-8 a month)

Introduce a "more energy at lower cost with less environmental damage and greater national security bill". I don't think ANYONE disagrees that we'd all like this, but much like the problem with Kyoto and emissions targets, this isn't a plan of action or a solution, it's a statement of what we'd like to be true rather than a way to make it happen.

An earmark ban? How about calling for a complete end to government pork too? The best thing would be to make earmarks public, they'd still happen, but probably be a lot less frequent and egregious. Of course, NOT passing $263 billion highway bills would also be a good place to start.

The air traffic controllers problem is the union? Really? How about massively outdated equipment and over crowded airports? There hasn't exactly been an increase in the number or size of most airports even as air travel has exploded over the last few years. The air traffic infrastructure needs to be updated just as much as the roads/bridges etc. do.

The census bureau screwed up its attempt to adopt modern technology. So has the FBI, Homeland Security, DoD... pretty much every government agency has experienced an truly epic failure when told to go modern and adapt or develop up-to-date technology/computer systems. How about a panel to investigate why this is a continuous, constant problem and come up with some solutions rather than just railing at the census bureau?

English doesn't need to be declared the official language - it already is. The government is dominated by grouchy old white men. I'm pretty sure they're not about to spontaneously decide to all start speaking in Swahili anytime soon.

Secret union balloting? Where the hell did this come from? Seriously? You think this is a national campaign issue anyone besides Wal-Mart cares about right now?

Remind America that judges matter? I don't think Newt has really thought this one through all the way. Three recent decisions by Republican appointed judges: you can't sue for pay discrimination after your first six months on the job, eminent domain can take your home away for a shopping mall, and it's ok for states to enact poll tax/ID laws. Somehow I don't think that's really a winning platform for judicial continuation.

Important things left out of this pledge package: 1) any mention at all of the two wars we're currently fighting, 2) any mention at all of the necessity for a complete re-think of foreign policy - both what our goals should be and how we want to accomplish them, 3) a bill to increase the amount of time between leaving government service and the taking a job with a company that primarily contracts with the government, 4) a plan to redress the truly stupid amounts of money we're wasting on farm subsidies, especially ethanol which is making food significantly more expensive, 5) any mention of education and the need to establish national, uniform standards so that no child left behind can at least try to accomplish something besides the universal lowering of state education standards, 6) no mention of plans to create a DARPA style organization to promote energy development.. I could go on for awhile in this vein, but it is simply shocking that this proposed "list" of problems/fixes just doesn't address the problems that are really facing Americans today, or if it does address a real problem, simply distorts and panders a solution.

I'm not a democratic strategist, but I came up with this rebuttal in about 10 minutes, if the Republicans really ran on that platform.. wow. Bad idea city.

If this is a serious program for the next generation of Republicans, historians will conclude that never before in human history was so little attempted by so few. Gingrich offers a mixture of tired platitudes about judges, a pointless proposal about English as the official language (which it is by default), and some economically pointless pandering on gasoline. The rest is pretty much nickel and dime stuff, which goes nowhere near addressing big issues, probably because it would hard to admit that Bush has been an epic disaster on pretty much every front. If this is all that the Republican brand can offer, I suggest that Mr Gingrich should sweep up, turn the lights out and leave the building.

I'm not a big fan of unions, either: can you say "higher cost of production"? I knew you could.

They're useful, but only up to a point. Safety on the job and keeping kids off of the production line are probably the biggest benefits they've brought. After that, they totally lose my support. I can't stand the thought of some do-nothing gold-brick putz keeping his job over some other hard working person simply because of "seniority." Jobs should _never_ be guaranteed. Otherwise, where's the motivation to work hard? You want your pay? Earn it.

But to each their own. When they find themselves out of jobs because they've helped push all manufacturing and production overseas, they'll have plenty of time to sit around the Union Hall.

Even more to the point, McCain isn't in charge of his party. His party is in charge of him. The campaign ads, the overall tone, the rhetoric... it's all generated by the party-approved brain trust that surrounds McCain.

If he were to get into office, McCain would just be run though the motions the same way Bush has been for the past 7 years. Plenty of vision on the horizon, but his feet are so far off the ground that he can never be bothered by "other people's" mud.
