Who Didn't Vote in the Florida and Michigan Democratic Primaries?
One of the suggestions being made as a way out of this Florida/Michigan morass is simply to seat the delegates based on the actual vote. But is that fair, given that voters in those states had been told that the results wouldn't count? How many Democrats decided not to vote as a result? Or decided to vote in the Republican race, which was for real?
In a new study, Wharton School Assistant Prof. Gregory Nini and liberal author Glenn Hurowitz try to figure that out, based on voter turnout in other states. Their conclusion:
Based on a statistical comparison with turnout in other states’ primaries, it appears that roughly two million more people would have voted in Florida and Michigan had they expected their delegates to be seated.
Although the Democratic turnout rate was impressive in Florida and Michigan, it was not nearly as high as it has been in other primaries so far. Of the first 37 states that have held either a primary or caucus for both Republicans and Democrats, only six states have had a larger turnout for Republicans than for Democrats: Florida and Michigan, plus heavily Republican Alaska, Alabama, and Utah, as well as Arizona, where many voters turned out to support home state favorite John McCain. In many other states, Democratic voters outnumbered Republican voters by at least 3 to 2. Simply stated, in states where Democratic voters expected their delegates to count and the candidates spent time and money campaigning, Democratic turnout has vastly exceeded Republican turnout. The fact that Republicans outnumbered Democrats in Florida and Michigan suggests that many would-be Democratic voters in those states chose not to vote at a much higher rate than in other states.

It's disappointing there's not a good and fair way to resolve this. It doesn't help Clinton, it doesn't help Obama, and it doesn't help the democratic party. I hope this morass at least makes clear to state parties that there's nothing to be gained from going right ahead and doing whatever the hell you want to do.

On the contrary, it's great.
It teaches a lesson Americans until recently aren't used to hearing: accountability.
It also teaches another lesson: the 2-party system is for suckers. What exactly ARE the options for those disenfranchised Florida/Michigan voters, now that the DNC and their elected officals screwed them. Vote for their archenemies, the Republicans? A third-party candidate? Somewhere out there, Kang and Kodos from the Simpsons laugh manically.

Uh, that would be me, here in Michigan. My candidate's name wasn't on the ballot, and the various media outlets were telling everyone that it was basically pointless to vote.
As for the quoted section, I have a problem with the following slice, which seems to keep getting repeated as fact:
Florida, maybe ('tho I'd like to see what impact the various ballot initiatives had on turnout there), but not here in Michigan:
Similar results throughout the rest of the state, by-the-way. Assigning delegates in proportion to the numbers of votes cast is not a tenable solution and will actually have the opposite effect of disenfranchising would-have-been, should-have-been voters from at least Michigan.

At this point I don't see how either Obama or Clinton beats McCain in November. The infighting between the DLC wing of the Democratic Party and the Progressive wing of the Party is sending a signal to the rest of the country that the Democrats aren't ready for primetime.
That's okay. President McCain can't be any worse than the clown we have now.
The real fight really is the battle in the Democratic Party. Will the Party vote for the past or the future? Will we vote to embrace the small minded politics of the Clintons, or embrace the opportunity to completely remake America's political map?
I'm hopeful that the millions of politically energized people who are voting to wrest control of the Party from Clinton and the rest of the DNC party insiders will ultimately win the battle.
This leads me to my last point. At the end of the day the fight in the Democratic Party is bigger than Obama or Clinton. The fight is between the people who are voting in these primaries and caucuses.
It is up to us to decide what we want America to be. Are we going to embrace the politics of win-at-all-cost/slash and burn/and division, or are we going to embrace the politics of unifying the country and actually moving beyond the tired fights of the 90s.
I'm voting for hope.

Choska - um, I'm afraid he can be just as bad, if not worse. Yesterday Joe Lieberman had to let John McCain know, mid press conference, that Al Qaeda hasn't been going to Iran for training. So McCain had to correct himself. So much for the C of C test.

I live in Melbourne, FL. With all the defense contractors and senior citizens, it's pretty Republican around here, so I didn't expect to see many people at the polling place. I was surprised, though, there was only two other people there, and both were voting Republican. During lunchtime too boot. Based only on my experience I'm fairly confident that a Florida re-vote would be closer to 50/50 for each candidate.

It's not just a question of who did not vote because of the belief that his/her votes would not count. It's also a question of the candidates having been given sufficient time to campaign in those states. Barack did not campaign in Michigan or Florida. Neither did Hillary, but Barack had much more ground to cover due to his newness on the national scene when those primaries were held. And he has consistently shown the ability to close the gap once he actively campaigns within a state.

Thank-you for addressing this topic, KT. I'd been waiting in vain to see this come up in the discussion elsewhere (teevee).
My wife and I, both Obama supporters, did not vote in the primary here in Florida precisely because it wasn't supposed to count. Had Clinton's campaign made any indication that they would be challenging that decision, I assure you we would have gone to the polls, just in case.
Keep in mind that the other issue on the ballot at the time was a substantial reduction in property taxes. Because we have no income tax here in Florida, our property taxes are very high. Consequently, this was a HUGE issue, and predictably drove a large number of homeowners to the polls.
Now, ask yourself, whose demographics have a higher number of homeowners, especially in a southern state?
It's disappointing there's not a good and fair way to resolve this.
How is following the rules not a "good and fair" resolution? Isn't following the rules everybody agreed-to the very essence of "fair"?

I'll also add that I simply can't imagine a campaign between McCain and Clinton. Are there two politicians who are more emblematic of the failures of their respective Parties over the past 20 years?

Frankly, i still don't understand why media is making noise about Florida and Michigan. What part of DNC rules don't you guys understand?
You were all here last year when the politicians in Michigan are flexing their political muscle. Nobody in the media community call them out on it. Now, these same old politicians want to be recognized for their bad decision. They gamble with Michigan electorate but they failed miserably. Blame the governor of Michigan and Senator Levin for Michigan's problem.
If i were Obama, i won't agree to the Michigan and Florida re-vote.

I am inclined to agree with your basic point. However, the Republican-controlled Florida legislature changed the date. The Republican governor of Florida signed the bill changing the date. This complicates it a bit, no?

What's funny is that Karen Thurman's CYA attempts to "rebut" the Giddins memo don't rebut any of the substantive facts: It was a Democratic bill, supported by all-but-one of the Democratic delegation.
The one complicating factor is how the bill eventually got attached to the omnibus bill including paper-trail provisions. I'm not clear on the legislative manuevers behind that. I find it next-to-impossible to believe, however, that the DNC wouldn't have been willing to work with the Florida Dems in a good-faith effort to get rid of the touch-screens.

My memory, and I will look for a link, is that the DNC was going to give Florida a pass because of the reasons discussed (Republican controlled legislature, paper ballots etc) but when Michigan moved their date up the party felt it couldn't "punish" one state and not the other.

Hillary will not get the nomination. It is clear after Obama's speech yesterday and the more than two million downloads on YouTube of that speech that he has touched people in a way no other politician has since John Kennedy did in 1960 and his brother Robert did in 1968. The number of young people that are joining the political process because of Obama is staggering. The commentators like to speak about the Black vote but he is not winning States such as Minnesota, Washington, North Dakota, Iowa, Nebraska and Wyoming because of any Black votes. He has clearly tapped into a deep yearning for change in the American people and for a leader to bring the country together. If you hate the Republicans then I guess you are going to vote for the revenge minded candidate, Hillary Clinton, but what both both Clinton's have failed to understand is that America wants to get beyond the politics of divisiveness, polarization and demonizing those who don't agree with our particular point of view. Obama's message is the message of hope and a new way of getting the nations business accomplished without angry and nasty partisanship.

Plenty of us who hate the Repthugs are still going to (and did) vote for Obama.
As for the Fla & Mich issue,
I don't see how the MI delegation can be seated as is: Only Hillary (and a minor candidate or 2, such as Kucinich) was on the ballot, so many more Obama supporters stayed home than HRC ones. Moreover, the uncommitted votes were really anti-Hillary votes, rather than completely neutral ones, but some of those delegates would've probably gone to Edwards, and not all of them necessarily would switch to Obama (although most in Iowa did and none have switched to HRC). Then there's the fact that the gov is a Democrat and could've vetoed the date change. And recent polling is showing that BO and HRC are neck-and-neck in the state. So either there should be a re-vote, or the delegates should be split 50-50, or they shouldn't be counted. Since this is a state that the Democrats (especially Obama) can, and should, win in Nov, I'd prefer to see a comprise that would involve the state actually getting delegates to the convention.
As for FL, I think they have a better case, since the legislature and gov are GOP, all the candidates were on the ballot, and by that time enough elections had taken place in other states to have given the voters a reasonable amount of exposure to the candidates. Moreover, recent polls still show HRC will perhaps a 10-pt lead over BO. I would find it perfectly acceptable to seat the delegation, but with a 50% penalty as with the GOP, except that this might MI to hold out for the same deal. So it's better for Obama to agree to a revote in MI, so long as Independents can participate, since they could vote in the first primary, but stall on FL until after MI is done.

Now I think you will like that. In 1926 Brazilian writer Monteiro Lobato (who later would become the country's foremost writer of children books) wrote a book called "The Black President". This futuristic book is about the 2088 presidential race in the US. Three candidates, the incumbent white male, a white female (both supported solely by their equals), and one black male (supported by the whole black electorate) ran for office. The book's finale is truly surprising (I will not disclose it here), but it suffices to say that census data showed that the black electorate was slightly larger than the other two.
At a time when Arthur Clarke, recently deceased, is being hailed as one of the greatest prophets of the 20th century, I believe Lobato also deserves some recognition for this astounding prophecy.

"For a year now, the Florida Democratic Party has tried to comply with the Delegate Selection Rules of the Democratic National Committee.
We researched every potential alternative process - from caucuses to county conventions to mail-in elections - but no plan could come anywhere close to being viable in Florida.
We made a detailed case to the DNC Rules & Bylaws Committee, but we were denied.
Our Democratic legislators in Tallahassee tried to set the Florida primary on Feb. 5, instead of Jan. 29, but of course, their proposed amendment to House Bill 537 was greeted with laughter and derision from the Republicans who control the state government.
Does '537' ring a bell? It should. It's the number of votes that separated Texas Gov. George W. Bush and Vice President Al Gore in Florida in 2000.
It's the number that sent this country and this world in a terrible direction.
We can't let 537 - or the Republicans - determine our future again.
President Bush plans to stop in Florida tomorrow to raise hundreds of thousands of dollars for the Republican National Committee's efforts to elect his successor in November.
The last thing America needs is a third Bush term. Despite the widespread anxiety that working families feel, not to mention the broad agreement among economists that we are in a recession, President Bush and John McCain blindly believe that the economy is strong.
And let me remind you that John McCain endorsed President Bush's decision to deny health care to thousands of Florida children by vetoing an expansion of the successful SCHIP program. McCain also promises to jeopardize the financial security of Florida seniors by privatizing Social Security. He continually threatens to push Florida's military families to the brink by keeping American troops in Iraq for "100 years" or more.
This is why we are Democrats, and this is why we must stick together, no matter where this ongoing delegate debate takes us.
Last week, the Florida Democratic Party laid out the only existing way that we can comply with DNC Rules - a statewide revote run by the Party - and asked for input.
Thousands of people responded. We spent the weekend reviewing your messages, and while your reasons vary widely, the consensus is clear: Florida doesn't want to vote again.
So we won't.
A party-run primary or caucus has been ruled out, and it's simply not possible for the state to hold another election, even if the Party were to pay for it. Republican Speaker of the Florida House Marco Rubio refuses to even consider that option. Florida is finally moving to paper ballots, which is a good thing, but it means that at least 15 counties do not have the capacity to handle a major election before the June 10th DNC primary deadline.
This doesn't mean that Democrats are giving up on Florida voters. It means that a solution will have to come from the DNC Rules & Bylaws Committee, which is scheduled to meet again in April.
When this committee stripped us of 100% of our delegates last year, some members summed up their reasoning by saying, "The rules are the rules." Unfortunately, the rules did not apply to Iowa, New Hampshire and South Carolina when they, too, violated the DNC calendar by moving from their assigned dates.
As the late great Democratic President Franklin D. Roosevelt once said, "We must adjust our ideas to the facts of today... Rules are not necessarily sacred, principles are."
The Florida Democratic Party has stuck to its principles throughout this debate. We've remained open-minded while never wavering from our commitment to an open and fair election that would allow all Florida Democrats to participate, whether serving in Iraq, retiring in Boca, studying abroad or entertaining at a theme park.
Another late great President -Abraham Lincoln, a Republican - said, "A house divided against itself cannot stand."
If Democrats heed this wisdom, we will win in November.
America needs a great president again, but a President McCain will settle for the status quo and carry on the disastrous Bush tradition.
President Clinton or President Obama will make history and lead this nation in a new direction.
Let's remember this as the delegate debate continues. We must stick together as Democrats. The stakes are too high and the opportunities too great.

Southern Bell, Thurman is still talking about the state party's efforts to fix the screw-up after the fact. She's ignoring the fact that the Florida Democratic Party's leadership was fully, enthusiastically, and 100% on-board with ignoring the DNC rules, in the belief, I suppose, that the DNC would buckle in the end.
She is doing this, of course, at least in part to exculpate herself.

If I recall the details of 'the rules' correctly this is an extremely disingenuous statement, isn't it? It doesn't seem wise to say to Florida democrats, "Yeah, you guys got cheated, but these other states got away with it" even if it is true.

WHAT WAS IT THAT ACTUALLY DROVE MOST OF FLORIDA'S 1.7M DEMOCRATIC PRIMARY VOTERS TO THE POLLS? WAS IT THE PRIMARY -- OR WAS IT A PROPERTY TAX AMENDMENT?
When Hillary discusses Florida, the Democratic primary turnout itself -- a little more than 1.7 million voters -- is the central pillar of her argument that the January 29 primary should be used as the basis for awarding and seating delegates from Florida.
Hillary has sought to make the case that the primary alone -- i.e., engagement with the Democratic race and enthusiasm for this or that candidate -- is what motivated all 1.7 million people to go to the polls.
But here's the part that Hillary never talks about -- and that, to be fair, no one ever reports:
The really big deal at the Florida polls that day wasn't the primary -- it was the vote on a constitutional amendment on property taxes.
It turns out that more than 4.1 million people voted on the amendment.
Certainly, it is possible that some Floridians simply voted in the Democratic or Republican primary without voting on the amendment.
But given that a half million more Floridians voted on the amendment than voted in the Democratic and Republican primaries combined (a little more than 1.9 million voted in the Republican primary), it seems clear that the amendment -- not the primaries -- was the driver on January 29, and that, by and large, primary voters were a subset of amendment voters.
Even given what -- in light of those 4.1 million votes -- obviously was a vigorous public education effort by advocates on both sides of the amendment, it is astonishing that -- to extend my primary voter subset theory -- potentially more than 12% of those amendment voters couldn't be bothered to register any opinion on what had already been the longest, most media-intense presidential election in history.
But precisely in light of that -- that as many as a half million Floridians voted on the amendment but said "no thanks" on the primary -- here are a couple of questions worth asking:
(1) How many of the 1.7 million Democratic primary voters in Florida wouldn't have gone to the polls at all, absent the amendment?
(2) And what are the implications of this for Clinton's argument?

As a voter in the Michigan primary who voted for Hillary the argument that Obama voters had no chance to cast a ballot is not the way it really was. The word was out to vote uncommitted if you favored Obama. In the last few days before the election it is hard to believe his supporters were unaware of that considering their fanatical zeal. All the polls showed Clinton with a comfortable lead which was consistent with the final vote counts. If you added the poll results for Obama and Edwards together it was consistent with the actual number of uncommitted votes, about forty percent. The simple solution to this mess is to award these votes to obama and let the original election stand. Does anyone think that Obama's supporters wouldn't be screaming bloody murder to allow the election to stand if the uncommitted vote exceeded Hillary's total. The new approach he touts sounds suspiciously like politics as usual. As for the fact neither candidate campaigned
in the state why is that important? Michigan is not without modern communications. Not many people really have a chance to attend a political function. Like most we get our politics from TV or the internet. We already have had our election with a substantial turnout. Let it stand!
