The Not-So-American Century
This piece, today's cover story in the New York Times Magazine, is long and complicated, and it may not even be right--vast global geo-strategic syntheses rarely are--but it does get you thinking...and what it got me thinking about was John McCain.
You watch McCain talking about the world and it very quickly becomes apparent that he is talking about a place that existed maybe 15 or 20 years ago, a globe where the U.S. is hegemon and where the challenges are always binary and manichean. It's us v. the Soviets...or now, us against radical Islamic extremism, a threat that he gins up into the one of the Greatest Ever, the "transcendent threat of the 21st Century." Maybe so. Maybe Osama and the Cave-dwellers will be able to produce a 9/11, or worse, every decade or so...maybe we'll have to continue to spend $200 billion a year to fight that threat.
But probably not. It is at least equally likely that the global threat to American hegemony will be softer--a three-way competition for markets and resources with Europe and China, as the Times piece suggests; or even more diffuse than that. Maybe the Chinese way of gaining influence--offering to build huge public projects like dams and pipelines and power plants, while making absolutely no ideological demands--will prove more successful in winning second-world hearts and minds than our own naive, noisome bang-bang has been. Maybe a good part of that $200 billion could be more profitably spent elsewhere, in other ways. Perhaps it's time to zero-base budget our war strategy. Clearly, the Al Qaeda threat must be met...but does that mean 160,000 troops in Iraq--and no effort to go after AQ where it lives, in Pakistan? Should we take some of that money and do something really, really nice for Turkmenistan, which sits atop 30% of the world's natural gas reserves? Or maybe we should just forget about Turkmenistan for the moment, and put as much of that $200 billion as possible into domestic Energy Independence programs?
It would be nice if, at least once in this campaign, we had a serious conversation about this among the Presidential candidates. It would be nice if the Republican Party's endless war assumption were opened up for examination and debate. It would be nice if the Democratic nominee--or Mitt Romney, before that--had the guts to look at McCain and say, "John, the Chinese are spending x-billions on development projects overseas...do you ever worry that they're getting a bigger long-term profit out of their foreign aid investment than we're getting out of our $200 annual war budget? Do you ever wonder if the Chinese look at us and see Chuck Norris--lethal but dumb?"

Joe, the media controls the narrative. The media asks the questions at the debates. So why don't you ask the right question...

Or better yet, you're on the freaking campaign trail. Why aren't YOU asking these questions, demanding answers, and then writing about them, rather than obsessing over the Clintons?

The short answer is the US won the postwar and needs to demobilize.
The postwar strategy had two prongs--contain the Soviets/Communists, and build up free trade and capitalism. This worked. There were terribe and wasteful proxy wars, the largest being Vietnam and Afghanistan, entailing the deaths of many innocents and a long delay of the ultimate result. This approach is in decided contrast to the naval-based mercantilism of the past, which was at the heart of the beggar thy neighbor trade strategies that still have vestiges today.
The second prong has been incredibly successtul. The world is deeply interdependent. Former enemies are now tradiing partners, and interdependency makes thinking about enemies or competitors quite old-fashioned. If the goods that an American buys use South African raw materials, US product design, Japanese factory design, Chinese parts production and Mexican assembly, then the US has won. The use of containment permitted the US to demonstrate that its economic ideas were better for people than were communist ideas--essentially because the systems did not entrust governments with as much power over the disposition of capital.
The whole idea was to replace military conflict with trade and open government. This goal has been largely achieved. Everybody, except the US, has demobilized.
So now it's our turn. We don't need troops in Korea, Japan, Germany, the Phillipines, Grenada or Iraq. The way to get ahead is to participate in the world economy, and it does not take the use of force to make that happen. Autarkial regimes are miserable. Open regimes are not. This is very clear to any observer.
And therefore it is time to demobilize.
Joe's crazy talk about China being ahead in the developing world is a redux of mercantilsm and hegemony. Helping developing countries integrate into this economy is not a zero sum game. The whole point of trade is that everyone benefits. So we should be pleased to work alongside the Chinese bringing other countries more fully into the world economy. It's a stabilizing thing to do. Once a state's economy is dependent on other states, there's no reason to fight a war. If JFK's response to Cuban/Soviet ties had been to open up trade, instead of embargo it, Havanna would once again be a tourist mecca for high rollers.
It's time to demobilize. There is no threat to American security. Tomorrow, Bush is going to veto whatever bill comes out of the congress so he can get up on the stage tomorrow night and say that the brown islamic people are going to kill you all, unless he can listen to you order a pizza from the Yemeni bodega down the street. Or to your Grandma, who called you some time after you called the Yemeni bodega.
It's time to stop all this Joe. Call up Juan Cole and Bruce Scheier and do a threat assessment. We don't need to spend more money than the rest of the world, combined on armed forces. Worse, when we do, every couple of decades some idiot comes along and uses them to do great harm to many people, and no good to the US.
We won. It's time to demobilize. We got bridges to build. Streets to repair. Sick kids' lives to save.

The thing about Afghanistan that gets me is that we spend a lot of time and effort discouraging farmers there from growing poppies because of the illegal drug market. Why don't we be proactive about it and let them grow their flowers but get pharmaceutical companies to, you know, pay them more money to use the opium for things like morphine and other legal opiates. Duh.

Joe, if you look at the candidates closely you'll see that Obama is the one who is talking the most about fundamentally reshaping how we use soft power vs hard power. He promotes something that is pretty unpopular - foreign nonmilitary aid, for this reason. In fact at a recent debate HIllary was very dismissive of his foreign aid program, claiming it was "worthy" but that he did not pay for it, the implication being a subtle appeal to nativism, of course.
The thing is, you and most of the public would not know about Obama's feelings on this issue, nor would they know that most of the liberal foreign policy establishement has lined up behind him because you all in the media are so obsessed with horserace, tactics, process, and now race and gender.
But, Joe, please don't make the mistake of thinking that because the media isn't covering a candidate's words on a subject, that they are not talking about it. Much of their substabce gets lost through your media filter, and then you pundit complain that people are not being substantive. No, you all in the media are not covering the substantive discussions because they don't generate ratings like the food fights do.

This is a very, very good post. Thanks for throwing some big-picture stuff onto this blog.
jayackroyd's point is worth bearing in mind-- maybe you, too, Joe, have a 20th-century mentality. We could try for trade and coexistence with China, rather than more 1980s-Afghanistan-style proxy wars and maneuvers for influence. Not that we should put 100% of our eggs in that basket, but it sure does seem like a good idea to make an effort.
Our trade relationship won't prevent war, but it should make it less likely, if we work to make it that way.

McCain's world view on national security is linear and almost exclusively militaristic. Economics are the biggest challenge and driver of international affairs. I believe that now, more than ever, we need someone to sit in the White House who thinks in broader terms than McCain. As I look at the various candidates, on the Republican side, I only see Romney who stands out as being able to, not only understand the multi-faceted aspects of the nationa and international security and economic stability, but also to provide some new and creative solutions and direction to long-standing problems. On the Democratic side, I hate to say this, but I think that, given Democratic rejection of Richardson and Biden, Hillary Clinton is the only one who comes close to getting it.

This is a great piece, Joe. But I don't think the Chinese seeus like Chuck Norris. Because the Chinese never plan to fight us. Ever. The Chinese see us and they see... TimeWarner. A powerful but big and lumbering organization that will always be important but that they can outmaneuver on many fronts so that they can be a big conglomerate too.

Interesting, Robert Beswick. One thing that really worries me is that liberal democracy-- perceived to be the end of history toward which all countries were trending a decade ago-- will appear to much of the third world as just another god that failed.
Not that Australia will embrace the Chinese model, but Iraq, or South Africa, or Indonesia might try, without feeling the need even to pay lip service to democracy. That's bad for people who live in non-democracies.

Amazing.
While several commenter's suggestions are true (perhaps that Joe shares a 20th Century mentality or that perhaps we STILL are spending way too much on military hardware to little effect) I'd just like to say thaqt this is one of the best posts I've seen from JK since I've been coming around here.
The irony is, that as a broadly published journalist, Joe is indeed in a unique position to make things better.
Much of McCain's binary thinking is of course because he's trying to appeal to the Republican base and they INSIST of viewing the world through that lens. Joe ( and his coworkers) are in a position to combat that but that would involve actually having to explain details such as why AQI is not to be confused with the real Al Qaeda and why Iran is not considered an Arab country and why the Saudi's remain among the most repressive of the varioius Muslim factions.
You know, the details that are usaully glossed over.

This country is struggling to avoid what could become one of the most severe recessions it has ever seen and Florida is on the front lines, economically.
Florida Republicans want to know what McCain plans to do about it besides promote needless, ineffective environmental regulations that impose more compliance costs on business.
And McCain wants to change the subject.
He's like an inept FEMA bureaucrat who refuses to respond appropriately to warnings about the severity of an approaching hurricane.

My first reaction was to dismiss the column as global navel-gazing but the ending of it is spot on:

When it comes to foreign policy, the devil (or God, depending on how you see it) is in the details. That's why I have such a hard time with policies described as "muscular" and whatnot. I want to know how much things cost and if they're realistic or not. The fact that makes me a extremist realist tells you how far we've strayed here.

Yeah, I dunno, I think in the last week, JoeK has realized you can't throw up any old crap just because it's the internet. This is even better than what usually appears in Time under the Joe Klein by-line.
That said, I do wish Establishment types would stop worrying so much about how we're going to maintain our hegemony in every corner of the globe at all times, as if this was the goal of "foreign policy." Economic hegemony wasn't everyone's reason to go invade Iraq (for example), but it was Tom Friedman's.
I don't really see why this should become a point on the agenda for the presidential campaigns (not that it's not important) but before we go monopolizing global markets global markets and such, we should really address the disparity of wealth distribution in the U.S. and make it so that fewer Americans are sick and starving. I suspect this is one reason Europe is in the position it is: it has fought these class wars and dealt with them much more effectively than we have.

I just answered my own quesition while asking the question: how can a chief commentator of a leading news megazine in the country that "rules" the world be so cluless about the radical difference in political perspective between the US and China?
Duh! The US "has ruled" the world with "iron fist or lollipops" for a while now and therefore has been able to afford to dismiss the other perspective(s) as invalid or bad, when in fact its own perspective is incapable of understanding itself and thereby the other(s).
Joe, sometimes, I tend to believe that you are just not insightful (or trained) enough to know the limitations in your thinking, not that you are spining with hidden agenda.
This particular piece may be one of those. Or you're quietly and slowly turning around hoping to be able to say "I protested, remember?" later.

The fun part to me is that we're actually paying for China's generousity.
The reason that China can afford these kinds of projects is that it has way more American dollars than it wants to hold on to. They think of US dollars as "funny money" at this point -- something that is going to lose most of its value eventually, so why not get some bang for its "bucks" while they still can....

This is a good thing. It's a good thing for China and Europe to be spending money and diplomatic effort to create functional successes in the third world.
One of the things that irked me about the article (which I did not entirely read [although I did do the puzzles]) and about Joe's piece, and about your comment is the idea that what is going on is competition for spheres of influence.
That's mercantilist thinking. It's especially odd to see the comments made with respect to the EU:
In the first place, if Europe and China can come up with institutions that are more effective than the IMF, that helps everybody. The Washington Consensus has largely failed at creating economic growth in the third world. Something new is needed. It doesn't matter that the source of these ideas is not American.
In the second place, it's weird to see a writer speak of "Europe" in this regard, because not so long ago these now unified countries were engaged in mercantilist and military strategies meant to raise one above the other. They've found that cooperation and union to be much more effective than conquest and competitition.
In the third place, in the words of the New Guinean rep to the climate change talks, if the US won't lead, it can at least get out of the way. The trade policies under the Bush regime labeled as "free trade" initiatives have been thinly veiled subsidization programs for American businesses. The US has done more to block the advance of worldwide cap and trade programs for CO2 and other greenhouse gasses. The pursuit of being "ahead". "in charge" or "in first place" does much more harm than good in a world that reflects the values that underlay the Marshall plan and the rebuilding of Japan.
If we must have a "victory" let's declare it now, looking with pride at a vibrant and growing European Union, at a Chinese economy largely organized around capitalist principles and at a Russian economy participating in global commodity markets, tolerating the incursion of the EU into former Soviet countries. This was the idea--a peaceful, free trading world economy. The best of all possible worlds in the coming generations is further blurring of borders, in imitation of the EU, where one can now drive from Lisbon to Talinin without stoppping at a border crossing.

Our country is just now crawling out from under the influence of the Neoconservative movement.
Joe's apt inclusion of 'New American Century' exactly reflects the mindset of the Bush Administration and the Bush Doctrine, which, until we elect a new president, will be the chart for navigation.

McCain, who is about as chimeric as a politician can get, seems to have abandoned his moderate base to jump on this ship - which is rapidly sinking.
The list of "enemies" changes with changes in ideology, and this is a problem, because if we can't come up with a reasonable idea of who and why we have ties with THIS country and not THAT one, we will absolutely NEVER be able to construct a coherent international strategy.
It might be better to think of how each country affects us, antagonistically, no influence, or protagonist in a variety of areas, two of which are econimic and military.
The failure of Neoconservative foreign policy is the application of the military to influence the economic - the whole idea behind 'exporting democracy' which should NEVER have been taken up as a mission by our country.
The Bush Doctrine clearly, without saying so, is a template for the creation of an American hegenomy, which, as Bush has found out, isn't workable.
Unless we actually elect a president that is going to adhere to a more sane foreign policy, we will never get anywhere.

The GOP is fixated on worldwide military and economic hegemony because that mindset of priviledge-- whether it's being The White Guy in the job interview or defendant's chair, filling out country club applications, getting into the right colleges and fraternities, beating up the weaklings, etc.-- is how they have succeeded in business and life despite their foibles and faults. They can't get their way by being smarter, or more charming, or working harder, or being more persuasive-- they use muscle and money and lineage to maintain advantage.

I am afraid that the primary candidates, including the 'change' candidates, will not ask or answer them. The answers would really help our democracy function at its best.

Joe, excellent post!
Why not put those questions to the candidates and then type it into a column for Time?
Then someone from "the media" will have done what you are asking. Maybe you'll start a new trend of asking important questions of the candidates and analyzing their answers! I've heard that this is something that a mythical creature called a "reporter" does for a living. But I've rarely seen it, and I'm not sure it really exists.
